How do I activate 'Add to dictionary'?

At the moment it is not bold or has the ability to be an option when I scroll
over. I am writing from OZ to the Uk mostly and am findinf it frustrating to
continuously 'ignore' local words, phrases etc. I know that somewhere in the
recesses of my mind I know the answer to this question, but if someone could
just point me in the right direction! Many Thanks
