how do I activate animated clipart in Publisher?

Mum, Queen Of The World

I'm creating a family website & would like to include animated clipart from
Microsofts Clipart Download centre. I've inserted the selected clipart (once
I've downloaded it) into my webpages but it doesn't seem to be animated as
per the Microsoft Download. How do I get the clipart to animate? Thank you
