How do I activate office picture manager in Office SBE?

I have Office SBE but everytime I try and use Picture Manager the activation
manager appears and all the menu items are greyed out - I thought Picture
Manager came with 2007 Office SBE? How do I activate it?

I have the exact same problem and still have not found an answer. Have you
been able to get a solution for your question?

Thank you Mary but I do have Admin permissions. I feel it it some sort of
"activation problem and a large population is experiencing this.
