How do I add a background image to labels?

I would like to add a background image or a watermark to labels.

When I choose watermark, it adds the watermark to the entire page, not the
individual labels.

When I add the graphic and washout, then add text, it will not place the
text directly on top of the graphic.

Does anyone have any experience with this?

Set the picture to be behind the text.

Thanks for your response. I have tried that, however, I get a frame of white
around the text, which covers the watermark/background image.
