how do i add a control tip text to an image

I've designed a staff organisation chart on word which includes a picture of
each member of my staff team, next to which is their name and position in the
company.

I asked our web designer to upload this organisation chart onto our web site
which he has done. I have also asked that when someone moves their cursor
over one of the image of one of the staff a control tip text pops up giving a
little more detail on that staff member (i.e. their experience, how long they
have been employed etc.). He's managed to do this with something called CSS
Image Maps (see http://www.frankmanno.com/ideas/css-imagemap/), however, he
has told me that this is very difficult to update. Problem being that staff
change often and I need to be able to change the control tip text easily.

Is there another way to do this in Word that someone can point me to. For
instance, if I use the control tip text in VB somehow, will that show up on a
web site?

Any help or suggestions would be appreciated.
