How do I add a formula to a cell containing a constant value

Previous versions of Excel had an "=" sign to the left of the formula bar
(rather than the "fx"). If a cell already contained a constant value, the "="
started a formula beginning with the constant value and took the cursor to
the end of the value. Using the "fx" clears out the data in the cell. Is
there a way to change the options to allow formulas to be created using the
constant already in the cell, similar to the old version?

Not possible anymore with anything built in, it was either changed in 2002
or 2003
