How do I add a New Browser Window Behaviour to multiple hotspots?

Sorry, I didn't word my last question correctly so I have rephrased it.

I am trying to open a new browser window from multiple hotspots on an image.
I am using the Behaviour 'Open Browser Window' as I want to resize each new
window. When I do this it doesn't work, the Behaviour seems to be attached
to the image and not the hotspot.

Please can you help?
