When responding to e mails I would like to add a pre written message
(template). Can I use key words to access the message (template). Example: I
want to add a thank you letter in responce to more than one web page
inquiries. When the new message is open I would like to type in keywords
"web page" and have the pre written message apply. Outlook 2007, windows XP

Create the messages you want either as messages in your Drafts folder or as
Outlook Template files. You won't be able to automate the selection as you
describe, though, AFAIK.
