Well, at the risk of stating the obvious, you select the label control, you
click the report footer, you type your text.

What difficulty are you experiencing?

I am having trouble finding where the label control button is in 2007
version. Can do in 2003 with no problem. I am just having trouble learning
where things are in 2007.

With the report open in design view, you'll find the label control, and
other controls, in the Controls section on the Design tab of the ribbon.
They're not there in layout view, perhaps that's why you couldn't find them?
I never use layout view myself.

I know what you mean about having trouble learning where things are - I
think that was the reaction of most experienced Access users upon first
encountering Access 2007.
