How do I add scrolling text when I keep getting an error message?

When I try to add scrolling text to a web page, I get an error message saying
that:
This item was created in MARQUEE. (the other said it was created in
HTMLInlineSoundCtl.)
This application is not available to open this object.
Make sure the application is properly installed and that it has not been
deleted, moved, or renamed.

Please help!
