Office Picture Manager does not support test editing in the image files.
This is true. I suggest either Photoshop, Paintshop Pro or (heaven forbid)
MSPaint. Seeing how it is simply adding text, MSPaint is your cheapest way
out. If you plan to edit pictures in the long run, Photoshop or Paintshop Pro
are very fine choices.
