How do I add the Highlight tool to a protected template?

Hello,

I have created a protected template and I need to add
the HIGHLIGHT feature to this template.

I believe that I have to go into the ORGANIZER and select the TOOLBAR tab -
but I am not sure where to take it from there.

Perhaps I am looking in the wrong place?

This is a protected template that allows an end user to paste in text and
apply styles.

Any assistance on this is very much appreciated.
