How do I add to navigation bar in Publisher 2003?

Help indicated that Navigation Bar Properties was located in Format menu. It
is not there. On the Insert menu, the navigation does do include what I want
to do. I want to add a page to the bar that I mistakenly omitted.

From Publisher Help:

You can use a navigation bar to provide links to other pages within your Web
site, external Web sites or files, or e-mail addresses.
1.. Select the navigation bar to which you want to add links.
2.. On the Format menu, click Navigation Bar Properties, and then click
the General tab.
3.. Click Add Link.
In the Add link dialog box, do one of the following:

Add a link to another page on the Web site
1.. Under Link to, click Place in this document.
2.. Under Select a place in this document, click the page that you want to
link to the navigation bar.
3.. In the Text to display box, type the text that you want to appear on
the navigation bar, and then click OK.
4.. In the Navigation Bar Properties dialog, click OK.
