If you are using Project Server 2003, members of the Project Managers group
already have permission within the system to delete their projects in the
Open from Microsoft Office Project Server dialog. There is a Delete button
in the upper right corner of the dialog. I do not believe, however, that
this actions deletes the project's SharePoint subweb. Hope this helps.

I'm pretty sure that if you delete a project from the Open dialog box in MS
Project, it does not delete the associated Windows Sharepoint subweb. An
admin would need to manually delete them from PWA.
