How do I annotate screen clippings and keep the ink linked?

I want to be able to ink comments on screen clippings, but currently when I
move the clipping, the ink stays in the same place. Is there any way to ink
over a clipping and make the ink stay in the same relative place so that I
can treat both the clipped image and its annotation as one object?

In this case you're better off not using OneNote's screen clipping and
instead using something like the Snipping Tool (included in Windows Vista,
available as a PowerToy in Windows XP) or TechSmith's SnagIt (my personal
favorite) both of which allow you to annotate the image after capture and
before pasting/inserting the snag'd image. That way the ink is actually a
part of the image and will move wherever you place the image.
