Set a send/receive interval and Outlook will perform an initial send/receive
upon startup.

Never set the interval below about 10 minutes. With Outlook closed, try
deleting the file
%AppData%\Microsoft\Outlook\{yourprofilename}.srs, where {yourprofilename}
matches your mail profile name. Then restart Outlook.
