If you don't have an app with that feature...
try the following...

The 60 day trial of MS Digital Image
Suite 2006 can do it quite easily.

Microsoft Digital Image
Starter Edition 2006

you can still download it and
run it for 60 days)

Just open the image in DIS 2006 and
go to...Effects / Edges / Soft...
Drag the slider to achieve the desired
result.

Word, PowerPoint, and Excel 2007 have the facility as part of the new
Office Art.

You can applied a semi-transparent white shape to the edges that will lighten
the edges, but it will not blur the edge.
