How do I bypass "blocked access to potentially unsafe items"?

I am trying to open "folders" which I am transferring to my new computer into
Microsoft Outlook. Microsoft Outlook has accepted the transfer but will not
allow me to open the e-mails. The message is "Outlook has blocked access to
this potentially unsafe item". I know they are safe. How do I get them open?

It appears you're mailing your folders to yourself. I think you're asking

for a better method of transferring your data.
