how do I cancel restriction settings in emails?

When I open my emails and find that there is a link in the email, I try to
open it and a warning box appears stating that operation has been cancelled
due to restrictions in effect on the computer. And that I need to contact the
administrator for assistance. I am the only user of the computer but dont
know what I have done to make this restriction. Help!
