If you are working with Visio (why do I suspect that you aren't?) then
open the Size & Position window (menu View) and set the Width and
Height to the required sizes.
However, any picture format like this has no intrinsic size in inches
or and other unit, they are defined in terms of pixels, how that
number of pixels translates to a physical dimension depends on the
application you are using.
To add to Paul's comment "However, any picture format like this has no
intrinsic size in inches", you have to know the media that you are working
with. XP screens are (AFAIK) 72 PixelsPerInch, Vista uses 96pps, printers
driven by picture editors are often adjustable with 300pps being very
popular.
