How do I change a photograph resolution on word from 150ppi to 90ppi

This is something that really needs to be done in an image editing app.
Otherwise you will probably wind up with with a very undesireable result.
Word does have a 'Compression' feature on the Picture page of the Format
Picture dialog box, but it can render the image without detail... especially
if you attempt to resize the image afterwards.

Click on Tools > Options and under the Edit section set the picture editor to
Microsoft Photo Editor (presuming you've installed it). Now right-click on
the picture and select 'Edit Picture', Microsoft Photo Editor will start and
you can set the resolution under File > Properties
