This is not an Outlook issue but a general Windows/Application
configuration. Either configure the application you want to open the picture
with in Control Panel-> Folder Options-> tab File Types or open the
application you want the picture to open in (like Microsoft Office 2003
Picture Manager) and check the options if you can associate the file type
with the application from there (Tools-> File Types...)
