How do I change ownership of a meeting to another calendar

I have set up a meeting in my outlook calendar and one of the invitees has
now given me editing rights to her calendar and would like me to transfer
control of the meeting to herself so that she can add documents and
teleconference details. Can I do this without sending out a second
invitation from her calendar?

I believe that the organizer is immutable. It requires a new invitation
from the new organizer.

No, she'd need to send one from her calendar. She can send documents to all
attendees. Under the respond button are options to reply to all - it
includes the meeting info in the message body as a reminder and uses the
appointment subject.
