HOW DO I CHANGE SCAN FILE (JPG FILE) TO WORD DOC.(HTML)

I scan a document and it created a jpg file format for it I need to change
the format so I can work with it as a word document.

You will need to use OCR software to create an editable file. Your scanner
probably came with some type of OCR software, and you most likely have the
option to scan the document as text rather than as a picture.

You use Optical Character Recognition (OCR) software. It probably came
with your scanner or all-in-one printer, and there's one built into
Office (called Document Imaging).
