how do I change the background colour of a footnote, end note?

I have started a new project and am puting together a headed letter, one of
the logos is in the foot note and I wanted to change the background of this
area from white to green, so the whole panel at the bottom of the page will
be green. This way the logo will really stand out.

Can anyone help please?

What you are describing is a footer, not a footnote. You can apply text
shading, but what you will probably need is a filled rectangle sent behind
text. Be aware, however, that you won't be able to print it all the way to
the edge; your printer has a finite (and in some cases quite large)
unprintable area required for the mechanics of paper handling.
