How do I change the default e-mail template in Outlook 2000?

I want to add a legal disclaimer to the bottom of my e-mails. The only simple
way I could find to do it was to make a new form and save it in the personal
forms library. I now want to have that form appear whenever I write a new
e-mail.

Why not add the disclaimer to your automatic signature?
