How do I change the dfault line colour in Visio?

Create a layer (view - layer properties - new ), make it active, set
its colour to whatever. Start drawing lines.

It is a good idea, but not mandatory tu use a layer.
Just be sure to have nothing selected, and then change the colour.

The shapes you drop from a stencil to the page won't have normally have that
colour.
