That's an operating system setting, not an Excel setting.

If you're running OS X, go to System Preferences / Appearance.

If you're running OS 9, go to Control Panels / Appearance (or
look for something similar if earlier than OS 9).

In the Apple menu, select System Preferences
In the System Preferences window, select Appearance
In the Appearance panel, select a different contrasting color. As it says
under the drop-down, it is used in all applications to indicate selections
(text, lists, and Excel cells), so don't choose too dark.

Note that after changing the highlight color in the Appearance panel,
the change in XL doesn't take effect until XL closed, if necessary, and
restarted.
