How do I change the "Read/write to check out" default setting

I am currently using MS Project Professional 2003 and would like to change
the default setting from "Read/write to check out" to "Read only to view"
when in the "Open from Microsoft Office Project Server" pop up window.

You can't. Therefore, make this a training and performance issue. Hope
