Hi Rita,
Are you trying to improve the quality of the graphics when
viewing or printing or ???
Changing the resolution (either for Pixels or Dots per inch)
won't improve the quality of the existing graphics except
that it packs more pixels/dots into a smaller space so
that it might look clearer at a smaller size.
A pixel does not have a 'size' of its own.
You can use a program like
http://www.irfanview.com
that will store a different resolution value in the
graphic in JPEG or other bitmapped graphic format
and may, in some cases be able to resize/resample
the graphic to help it, but graphic enhancement
would be more of a graphics editor program job
rather than that of a picture collection manager.

How do I change the resolution in my Picture Manager from 150 dpi to 300 dpi.
I have some picture files that have have under the properties 150 dpi. I
need to change these pictures to 300 dpi. Thanks for helping! Rita>>
