How do i change working time in project 2003?

i have a calendar define, but is wrong in hours and days! i try to change
calendar,but i cannot change this. follow error appears

Your organization has locked down calendars, so you cannot define additional
calendars. You must use Project's default calendars, or the calendar
templates provided by your organization.

You need to check out Enterprise Global and set up calendar there.
Later restart Project Pro and you are done!
