How do I check if Outlook is my default mail client? And if it is not how do
I set it default?

Control Panel | Add/Remove Programs | Set Program Access and Defaults.

And in IE: Tools | Internet Options | Programs.

Outlook and Outlook Express are entirely different programs. You will get
better help in an MS Outlook newsgroup:

S/he did post it in an Outlook newsgroup, as well as the OE group.
