How do I clear a picture once I've resized it to be bigger?

I am using Microsoft Office Picture Viewer 2003, and when I try to resize a
picture to be bigger, it comes out blurry. How would I go about sharpening it?

You can fuss with it using an image editing program(small improvement)
or take another picture with more detail(higher resolution).
