How do I close a "dialogue box" in Windows xp?

My computer crashed; was repaired and restored. I reinstalled folders and
files saved on travel disc. I use Windows XP. But now I cannot open a
file, nor can I create a new file. Monitor says that a dialogue box is open
and must first be closed.

Anybody know what a dialogue box is and where it resides? Anybody solved
this problem?

I am from USA, but am working in London for a month and am pretty desperate!

If you are using Norton Anti Virus, open NAV and disable the Office Plug-in.
