How do I combine full page and 2 sheets per page?

I have students who are trying to have page one of their journal print as a
full page cover. Then each subsequent sheet is divided into two pages per
sheet. To no avail, following the 1st page, we have tried to insert both a
continuious section break and a next page break, both to the selected section
and from this point forward. Nothing seems to cooperate with us. Any other
suggestions that we could try?

The only recourse may be to create the cover as a separate file.
