How do I connect a MS Project to a ClearQuest database?

I am using MS Project 2003 and Rational ClearQuest for windows (2003.06...).
When I choose to "Link to ClearQuest Database" through the Tools route to
ClearQuest Administrative Tasks I revieve an "Unable to connect to the
ClearQuest Database" error message from the ClearQuest Project Tracker.
There isn't much online help for troubleshooting this problem.

I don't know what ClearQuest is or how to use it, but I google for it
and got quite a few hits, one even referring specifically to Project.
I think that might be more fruitful as no one else here has replied.
