How do I control what application opens a Hyperlink?

I have .bmp files, that when opened from their folder (double click) use the
Windows Picture and Fax Viewer but when I click on the Hyperlink (which
points to the same .bmp) it opens using Paint!
I only want users to view (and not be capable of changing) the .bmp
