You don't. You save the Publisher document as a web / HTML from Publisher then import into FP.

Start from scratch. Publisher is for PRINT media, and does NOT generate
a very useful HTML document.

You should cut & pste the text from othe publisher document to Notepad,
then cut and paste it into a Front Page file, then format appropriately.
