How do I convert Eudora mbx file to an Outlook pst?

I have tried:

File > Import and Export .....

Choose option Import Internet Mail and Addresses

Next

Choose Eudora Pro and Light

Next

Receive error message:

The mail folder could not be opened. If another application is using this
file then please close and try again.

The files are not open and the Eudora appliation is closed. Has anyone seen
this before?

Also, are there any commercial programs that will do thid conversion?
