How do I convert from a file system to a web server?

Does anyone know how to convert a web site from a file system to a web
server? My friend has a web site up and running and cannot get the "Submit"
button to take the inputted from information and send it as an email to her
home. She has been told that her site is there as a file system and that is
the problem. I don't know if this is the real problem or not. Here is a link

FPSE are not installed properly on her website. Contact the hosting
company to have them check the extensions
