how do I convert handwriting to text with onenote and winXP HE(SP2

Although onenote enables the handwriting to text icon, it does not perform
the conversion. According to MS knowledge systems, I need to have tablet XP
installed to be able to do this.

Is there an add-on which I can add to the functionality of XP HE? XP HE does
not allow me to select handwriting services when I add to text services and
input languages (even after I have followed the knowledge systems advice).

EndNote plus (trial version) has this feature although the other features
are less intuitive than onenote.

My normal laptop has a wacom tablet, XP HE (SP2) and MS onenote

No, unfortunately you need to have the Tablet PC OS for it.
