It looks like your best bet is to contact ZPEN to see if they can create an
exporter to OneNote.
Second best would be to use their ink conversion to export as text and then
import that to OneNote.
Lastly, a very poor option is to export your notes from ZPEN to PNG and then
import that image into OneNote. At that point you can use OneNote's optical
character recognition (not ink conversion) to try and extract the text, but
don't expect good results. I blogged about why this doesn't work here:

but the short story is that ink is stored with information about how the
letters were "drawn" and the image won't have that info.
