How do I copy my Outlook address book from one PC to another?

I've purchased a new computer and transferred Outlook from the old to the
new. But the Address Book did not come with it for some reason. A Contacts
directory did, but Outlook refuses to make use of it in sending emails -- I
have to go back to the old computer (which I wish to discard) or look up each
addressee individually -- a great waste of time. When I tried to Import the
Contacts list to the Address Book, I was told I didn't have permission to do
that.

How do I copy my old address book back into Outlook and make sure that it is
PART of Outlook and moves with it if this ever happens again?
