How do i correct time zone settings?

The received column in my email inbox shows the wrong date and time. When I
try to set the Windows date and time, the zone setting for my location in
Australia(GMT+10) sets the date and time incorrectly. Only when I set it at
Pacific Time (US and Canada) does my clock show the the correct local time.
So my clock date and time shows correctly, but emails are received at a
different time. How do I fix?
