How do I creat a popup window in a frame?

I want to creat a page with a frame at the top to display information and
photos. Below the frame I want a table that lists various subjects. When a
visitor clicks on a subject, a popup window (I assume) appears in the frame.
What appears in the frame is determined by what the visitor selects from the
table. Has anyone done this before and can help me do this?
