How do I create a cemetery map template in Visio?

Using an old map of a country cemetery I would like to create a digital map
and be able to hyperlink each gravesite to a digital photo of the headstone
as well as any historical information available.

The map would then be printed on an HP 500 42" plotter printer for local
church members to use.
