How do I create a cookbook index from hard copies

We have been accumulating recipe copies from different sources for a fe
years and have them separated into sections in a binder. It has gotte
to the point that we need an index. I tried creating a document in Wor
and Excel using the title and assign a page number but columns an
sorting became a problem.

Page numbers would be written on each recipe. I thought the easiest wa
to number would be starting with 1 for each section. Something lik
1-1. I would like to sort by category then alphabetically in th
category. I would also like to be able to sort all alphabetically. Th
cookbook is constantly under construction as we add and subtract. I ad
new recipes to the end of the category.

Any thoughts on how to do this

Instead of Word or Excel you could have a look at some freeware (and
non-freeware) indexing programs. See this Wikipedia article:

No, you don't think so, and then maybe you could have posted a better answer
yourself.

But I really don't think Winword is particularly well suited to creating
clickable indexes. There must be better programs available for that purpose.

I got the impression that the index was to be printed in hard copy, and kept
with the hard-copy recipe book, and therefore not "clickable".

Perhaps the OP could clarify.

If one were to be typing the whole thing into a progam, then fully indexed
text database software would probably be the way to go (I'd reccomend askSam,
which I added to the list of programs on the Wikipedia page you referred to),
but I got the impression that the OP wanted to maintain a hard-copy index to a
hard-copy book, and for that a word processor is probably as easy as anything
else.

This is irrelevant to the question, which was about a hard-copy collection
of recipes, not a Word document.
