How do I create a "fancy" signature without ActiveX

I'm trying to create a "fancy" signature with a picture using Word 2003 as
the Advanced Editor, but because my security setting don't allow Active X
controls the graphic is not displayed. Also, everyone I send email to
doesn't allow ActiveX and my graphic is not displayed.
