How do I create a flyer with tear-off tabs?

I want to make a flyer that has tabs at the bottom that can be cut so people
can rip them off and take information with them. How do I do this in
Publisher?

On the left toolbar (Object Toolbar) is the Design Gallery Object button.
Select that, then choose the Phone Tear Offs object.
