How do I create a "grid" of photos to be considered as 1 photo for use in
eBay the easiest way?

That will take an photo editing program with that capability. Not all
have the capability, and some are easier to use and others may have more
features etc.

It is possible you might be able to do what you want with a MS Office
program, but I doubt it.

It might be possible to place photos or copies of one photo on the same
page in Word for example. Power Point might also offer you some tools to do
what you want, but frankly I believe you are going to want a real photo
editor and remember not all of them will do what you want.

You could use MS PowerPoint to create one slide of all the images you want
and then do a File, Save As and change the output file type to an image file
that you can post to eBay.
